An objective of the present invention is, when perusing an electronic publication wherein an image and a script are embedded in each page, to easily vary a manipulation specification which is allowed by a viewer which displays a page image and a manipulation specification which is allowed by the script. The present invention comprises: a manipulation specification information acquisition means for acquiring first manipulation specification information which denotes a first manipulation method which can be carried out on a viewer device on the basis of a function of an electronic publication perusal program which a viewer device comprises; a manipulation specification information generation means for generating second manipulation specification information which denotes a second manipulation method which can be carried out on the viewer device on the basis of a function of a script, and wherein the manipulation method differs from the first manipulation specification information manipulation method; a script generation means for generating a script on the basis of the second manipulation specification information which is generated by the manipulation specification information generation means; a page image acquisition means for acquiring page images of a plurality of pages; and an electronic publication output means for outputting an electronic publication wherein the page images of the plurality of pages which are acquired by the page image acquisition means and the script which is generated by the script generation means are embedded.
