The present invention relates to a device for loading a horizontal load on an underwater pile to measure horizontal resistance of the underwater pile embedded into the underwater ground by being built on the underwater ground; and a method for measuring horizontal resistance of an underwater pile using the same. More specifically, the device for loading a horizontal load on an underwater pile applies the horizontal load to the underwater pile to measure the horizontal resistance of the underwater pile by converting the direction of an embedment force generated since a section pile is embedded into the underwater ground.
