The device has a closed central container (1), and a filling neck (2) that penetrates deeply inside the container. The filling neck creates and maintains a volume of compressed air in an upper part of the central container. A draining pipe (7) is arranged for connecting the bottom of the container to the top of the container. A non-return valve (C1) is mounted on the top of the container, and another non-return valve (C2) is mounted at the bottom of the container, where the device is filled with water and emptied completely by pressure at each cycle of use.
