The device has floating paddle wheels constructed with panels (14) that are reinforced by reinforcements and rigidified by a connection tube (13). A float is designed to support and connect the paddles. Ropes are connected by fixed guides surrounded by a sliding guide, where the paddle wheel and a turbine are moored in the guide. Parts of the device form a frame that is raised out of water by assembly winches. A boat passage is provided at location of channel. The turbine is arranged under paddles under water, where the paddles are grouped according to depth of river.
