PROBLEM TO BE SOLVED: To provide an open flow system in which the flow of a new network can be set while enabling packet forwarding by the flow of a former network.;SOLUTION: A storage section 22 stores an identification table associating the table ID of a flow table with an identifier described in the flow and used for determining a flow table used by a processing section 21, and a virtual network management section 11 sets an identification table so that the processing section 21 uses a first table, while a second flow is not described or a second flow described is invalid, and sets an identification table so that the processing section 21 uses a second table, while the second flow described is valid.;COPYRIGHT: (C)2015,JPO&INPIT
