PROBLEM TO BE SOLVED: To adjust the arrival number of moving bodies (such as airplanes) per unit time at a destination (such as an airport).;SOLUTION: A storage unit 160 stores a plurality of profiles for defining different standard moving plans to a common destination. A profile-application-determination processing unit 144 selects one profile from among the profiles stored in the storage unit 160 for each of a plurality of moving bodies. A 4DT calculation processing unit 145 sets an individual moving plan to the common destination using the profile selected by the profile-application-determination processing unit 144 for each of the moving bodies. The 4DT calculation processing unit 145 calculates the arrival number of moving bodies per unit time at the common destination if the moving bodies move along the set individual moving plans.
