PROBLEM TO BE SOLVED: To provide a power saving optimization system capable of preventing total reduction power values of entire users from being varied, and a power saving optimization method.SOLUTION: The power saving optimization system includes an expected reduction power calculation part and an optimization part. On the basis of power consumption value data indicating histories of power consumption values of a plurality of users, the expected reduction power calculation part calculates an expected reduction power value that is a reduction power value of each user expected in the case where power saving is requested. On the basis of the expected reduction power values of the users calculated by the expected reduction power calculation part, the optimization part selects a combination of users, in such a manner that variation in a total expected reduction power value that is a total of the expected reduction power values of the users is reduced and that the total expected reduction power value satisfies a condition relating to the reduction power value of power saving.
