The present invention relates to a weather information based traffic jam prediction system, a service providing apparatus, a service method, and a recording medium including recorded computer program capable of rapidly providing rapid and safe directions information to a user apparatus by calculating arrival prediction time based on traffic jam by adding changed time along with a weather condition in a region corresponding to normal arrival time base on the traffic jam provided along with statistical measurement when a directions service is performed using predetermined departure point information and destination information. The present invention has an effect to improve the directions reliability of a navigation by providing a safe and rapid path through the navigation by determining the traffic jam point of a specific road, in which a weather situation is generated, in advance and by applying weather information of a weather center, which is close to the road, and weather information of a weather measurement server to the traffic jam point of the specific road determined through the traffic information in providing the directions by avoiding the traffic jam point of the specific road using traffic information.
