PROBLEM TO BE SOLVED: To predict in real time a place and time of occurrence of a crime through template matching.;SOLUTION: Template information on each template is read, and a template accessory condition is acquired (S110). Thereafter, three-dimensional matrix data representing person position statistic information is acquired for each template accessory condition (S120). The template is applied to the three-dimensional matrix data in order to perform template matching (S130). A portion substantially consistent with the template is extracted from the three-dimensional matrix data, and a predicted place and time of occurrence of a crime resulting from the extraction are outputted as a result of matching (S140).
