Disclosed are an open multi-service cellular network system and service realization method, the system comprising a network access sub-system, a service sub-system, an operation support and common service sub-system and a rule and monitoring sub-system. The network access sub-system provides a wireless access service for a user terminal to access the service sub-system, and the operation support and common service sub-system provides a resource allocation service for the service sub-system to use a wireless access resource of the network access sub-system, thus enabling the service sub-system to share the wireless access resources of the network access sub-system, and realizing an open cellular network system capable of supporting multiple kinds of services.
