PROBLEM TO BE SOLVED: To solve a problem of a prior art, that is, to provide a technique which recognizes a topographic change between two periods by using random points having actual measurement results and to provide a shape change analysis method and a shape change analysis program.SOLUTION: The shape change analysis method includes a comparison reference position extraction step, a height estimation step, and a difference calculation step and obtains a shape change between two periods on the basis of differences obtained by the difference calculation step. In the comparison reference position extraction step, plane coordinates of respective measurement points are extracted as first comparison reference positions from a measurement point group in a first period selected from the two periods. In the height estimation step, estimated heights in a second period selected from the two periods, of the first comparison reference positions are obtained on the basis of a measurement point group in the second period. In the difference calculation step, differences between actually measured heights at measurement points in the first period and the estimated heights in the second period in the first comparison reference positions are obtained.
