PROBLEM TO BE SOLVED: To secure the strength of a rear side structure part of a bank body and to reduce damage of a tsunami in an inland part in multi-stage when the tsunami occurred when earthquake occurred overflows an upper surface of the bank body.;SOLUTION: A mat-like body in which grid-like holes are disposed is laid on a back slope surface of a banking body 140 in which a plurality of banking reinforcing materials 160 are embedded at spaces in the direction of height by using a cloth form. A part of concrete is filled into the banking body 140 from the grid-like holes of the mat-like body and a concrete slope surface slab 190 is constructed so that it projects into the banking body 140. In this case, a structural wall body 110 or a front wall body consisting of the mat-like body using the cloth form is constructed on the front side of the banking body 140.
