The method of preparing the reduced graphene oxide doped with nitrogen according to the present invention can produce a reduced graphene oxide doped with sufficient nitrogen even at a low temperature by using a quaternary ammonium salt of tetramethylammonium hydroxide as a nitrogen dopant . In addition, the nitrogen doping level can be controlled by controlling the mixing ratio of graphene oxide and tetramethylammonium hydroxide. Furthermore, it is possible to produce reduced graphene oxide doped with nitrogen without any additive, so that it is environmentally friendly and can be mass-produced in a liquid phase process.
