Automatically evaluate the state of activated sludge in the water treatment tank. The sludge water is fed into the evaluation flow path constituted by providing a gap of 0.01 to 0.10 mm and facing the transparent member, or collected from the water treatment tank or directly piped to the water treatment tank. A phase difference image or a bright field image of the sludge is collected through the evaluation channel. The state index of the activated sludge in the water treatment tank is obtained from the obtained captured image, and the sludge state of the water treatment tank is evaluated from this state index.
