A method is provided for sustainable development and management of river flood waters using smart network of sea based reservoirs. The method involves storing flood waters using sea based reservoirs formed with impermeable sea walls located on the sea bed with a dyke structure for containing the fresh water, preventing a mixing of fresh water with the sea water and preventing an ingress of sea water into the fresh water/river course. The reservoirs are interlinked through pipes for transferring water from one reservoir to another by creating a smart water network (Sarovar Mala). The reservoirs are developed near the mouth of a river at the sea for the collection of fresh water from the river with sustainable annual river flow/flood waters. The water grid operations and resources in the sea based reservoirs are optimized dynamically with electronically controlled pumping and pipe systems with necessary cyber- security.
