Provided are a method and apparatus for determining a routing policy, comprising: determining a current time period where a user is located; adjusting a calendar according to the routing policy, and determining network appeal information set by the user for the time period, wherein the network appeal information comprises M network appeals and M weight values corresponding to the M network appeals on a one-to-one basis, M being an positive integer, and the M weight values are used for measuring a degree of demand for the M network appeals of the user; and configuring, within the time period, the user with a routing policy satisfies the M network appeals and corresponds to the network appeal information. In this way, different routing policies are determined according to different network appeals of a user in different time periods, so that the routing policy can be dynamically adjusted according to the requirements of the user.
