Disclosed are a system and method for extracting feature values of a digital video, and a system and method for determining the similarity between digital videos by using the method. The system for extracting feature values of a digital video comprises a still image extraction unit, an image normalization unit, a pixel feature value extraction unit, a feature region setting unit, a pixel search unit, and a position value extraction unit. The still image extraction unit extracts a still image by decoding a video; the image normalization unit normalizes the extracted still image to a predetermined low resolution; the pixel feature value extraction unit extracts a predetermined pixel feature value from the normalized still image; the feature region setting unit sets a predetermined number of pixels having larger pixel feature values as a feature region; the pixel search unit searches for pixels of the normalized still image according to a predetermined order; and when a feature region is searched, the position value extraction unit extracts the position value of the searched feature region.
