The present invention relates to a composition containing an inhibitor of vascular cell adhesion molecule-1 (VCAM-1) gene expression or inhibitor of activities of VACM-1 protein. According to the present invention, the inhibitor of VCAM-1 gene expression or the inhibitor of activities of VCAM-1 protein promotes movement of hematopoietic stem cells from marrow to peripheral blood circulation and peripheral tissues while inhibiting cell adhesion among basal cells and hematopoietic stem cells, thereby preventing reduction of immune cells. Further, acquisition of hematopoietic stem cells becomes easy, and thus the inhibitor of the present invention can be applied to treat blood-derived diseases requiring hematopoietic stem cell transplantation.
