To appropriately perform noise removal and carrier sense.SOLUTION: A base station 10 includes: a radio wave reception unit 23 for receiving a radio wave including a radio signal related to a radio frame; a demodulation unit 24 for generating a digital signal by demodulating the radio signal; a processing unit 25 for performing carrier sense on the basis of the digital signal generated by the demodulation unit 24; and a control unit 25 for setting a first value obtained by subtracting a signal-to-noise ratio that can be identified by the demodulation unit 24 from reception intensity of the radio signal received by the radio wave reception unit 23 as a noise floor value of the demodulation unit 24 and keeping a carrier sense threshold value used for carrier sense by the processing unit 25 before and after setting of the noise floor value.SELECTED DRAWING: Figure 2
