To provide an embossing simulation device and an embossing simulation method capable of simulating the finish of an embossed surface material by taking the influence of a peripheral shape into consideration.SOLUTION: An embossing simulation device includes a storage part 102 having rugged shape data recorded as image information, and a processing part 103 for simulating the finish of a rugged shape formed on the surface of a surface material by embossing. The processing 103 simulates the finish of the embossed rugged shape of embossing performed by using the rugged shape data recorded as image information in the storage part 102 to output the finish as image information by taking a peripheral rugged shape to a specific place into consideration.SELECTED DRAWING: Figure 1
