To overcome a problem that fine particle with uniform properties cannot be manufactured at low cost since variation of properties is large such as large variation of the fine particle when a core-shell-type catalyst fine particle of palladium core platinum shell carried with a carrier is synthesized at a form that palladium is carried with the carrier from synthesis of palladium of a core.SOLUTION: The problem is solved by finding performance is improved and variation becomes less by adding potassium hydroxide from synthesis of palladium under coexistence of a carrier, and finding a condition contributing to stability of properties by conducting various experiments.SELECTED DRAWING: Figure 1
