The indoor counter-terrorism system (10) is provided in at least one indoor space, and comprises at least one counter-terrorism curtain subsystem (200); the counter-terrorism curtain subsystems (200) are provided at the upper part of the indoor space and comprise at least one counter-terrorism curtains (205), and when a terrorist activity occurs, the counter-terrorism curtains (205) fall, and the counter-terrorism curtains (205) partition the indoor space into at least two independent partitions, independently and/or in combination with walls of the indoor space. The indoor counter-terrorism system (10) and counter-terrorism method can partition the indoor space by means of the counter-terrorism curtain subsystems (200) at the first time when a terrorist activity occurs, so as to reduce casualties and property loss as much as possible.
