The present invention relates to a treatment technology of solidification, granulation, and carbonation of tailing using magnesium oxide and blast furnace slag. More specifically, provided is a method for manufacturing solidified tailing, comprising the steps of: a) mixing a solidifying agent comprising magnesium oxide and blast furnace slag with the tailing to form a mixture; b) granulating the mixture in a carbon dioxide atmosphere; and c) curing the granulated mixture in the carbon dioxide atmosphere. According to the present invention, the stabilization of heavy metals in the tailing can be promoted through simultaneous granulation and carbonation processes.
