The present invention relates to a building material installed on the wall, floor or ceiling of a building, and a manufacturing method thereof, and relates to a flame-retardant building material using CPVC having excellent flame retardancy and economic feasibility while recycling a fire extinguishing pipe, and a manufacturing method thereof. According to an embodiment of the present invention, a porous main body is included, and the porous main body comprises: at least one C-PVC particle selected from CPVC plastic and PVC plastic; a chlorine gas remover for removing chlorine-containing gas generated from the C-PVC particles upon contact with a flame; a binding material for bonding the C-PVC particles; and pores formed between the C-PVC particles.
