The object of the present invention is to determine the feasibility of lowering a driving automation level of an automated traveling vehicle based on a driving load in consideration of a relationship with surrounding vehicles. The driving ability level decreasability determining means 101 according to the present invention includes: a surrounding vehicle information obtaining unit 1 receiving surrounding vehicle information that is information about a surrounding vehicle driving around a subject vehicle, in which an automatic driving controller 11 among a plurality of driving levels for performing automated driving control switches; a travel load calculator 2 that calculates, based on the surrounding vehicle information, a travel load value indicating a magnitude of a driving load on the subject vehicle; a driving ability level decreaseability determining unit 3 that determines the feasibility of lowering a driving level of the subject vehicle based on the driving load value; and an output controller 4 that outputs, to the automatic travel control device 11, a result of the feasibility determined by the drive-level depressibility determining means.
