PROBLEM TO BE SOLVED: To prevent improper dilemma-sensitive control due to a change in speed of a vehicle traveling on an inflow path. A tracking data acquisition unit acquires tracking data of a vehicle traveling on an inflow path. The temporary switching timing setting unit sets the temporary switching timing, which is a candidate for the switching timing for switching the green signal to the yellow signal for the vehicle flowing into the intersection from the inflow path.
