PROBLEM TO BE SOLVED: To provide a carbon particle phosphor having good properties.SOLUTION: A liquid containing carbon or a compound having carbon as an elemental composition in porous silica having pores with average pore diameter of 0.5 to 1.5 nm is carbonized. Carbon particles in the porous silica pores thus formed or carbon particles taken out from pores of the porous silica have good fluorescence characteristics. For example, absolute quantum yield is 6% or more. Also maximum emission wavelength is in a range of 400 nm to 500 nm and half value width is 100 nm or less. Especially properties as a phosphor can be enhanced by a treatment at an optimal carbonization temperature based on a thermogravimetric analysis (e.g. 400°C to 500°C) or an alkali metal ion treatment.SELECTED DRAWING: Figure 4
