There is provided a bifunctional electrocatalyst for water electrolysis, a method for producing the same, and a water electrolysis battery comprising the electrode catalyst. The electrocatalyst for water electrolysis has a high oxygen deficiency, has a nanoporous structure, and has high oxygen generation performance and hydrogen generation performance, and thus can be used in a water electrolysis system. The electrocatalyst for water electrolysis can be easily prepared in a large area through electrochemical treatment using a solution containing a metal cation and a halogen anion.
