The present invention relates to an environmentally-friendly marine concrete composition and a construction method using the same. According to the present invention, the environmentally-friendly marine concrete composition comprises, with respect to 100 parts by weight of seaweed: 20 to 150 parts by weight of cement; 10 to 1,000 parts by weight of aggregates; 5 to 20 parts by weight of charcoal powder; 10 to 40 parts by weight of calcium sulfoaluminate; 3 to 15 parts by weight of methyl(meta)acrylate; 2 to 10 parts by weight of metakaolin; 20 to 60 parts by weight of blast furnace slag; 10 to 70 parts by weight of fly ash; 0.01 to 5 parts by weight of a curing promoter; 0.5 to 5 parts by weight of a deformer; and 0.01 to 5 parts by weight of a high performance water reducer. According to the present invention, the environmentally-friendly marine concrete composition, which uses seaweed to stably perform ultraviolet ray absorption and air purification by absorbing carbon dioxide included in the air, reduce marine pollution, such as microplastic and the like, and increase durability, prevents damage including deterioration, erosion, and breakage caused by wave, spray, wind, and the like in and on the sea, minimizes generation of fine materials generated from marine concrete and microplastic, which is a binder of concrete, and increases strength, reduces a crack, and increases rebar corrosion resistance, freezing-thawing resistance, salinity infiltration resistance, and the like, thereby providing an effect of increasing durability.
