The present invention relates to a cement mortar composition having excellent constructability and waterproofness, and a repair method for a concrete structure, an injection repair method for a concrete structure, a surface treatment method for a concrete structure, and a surface protection treatment method for a concrete structure using the cement mortar composition. The cement mortar composition is composed of: 15-55 wt% of a cement-based binder; 15-55 wt% of fine aggregate; 0.1-30 wt% of a polymer-based admixture; and 5-40 wt% of water. The cement-based binder is composed of: 20-80 wt% of particle cement having 3,500-7,000 cm^2/g of Blaine fineness; 5-35 wt% of plaster; 10-40 wt% of calcium aluminate, and 0.1-10 wt% of lithium carbonate. The polymer-based admixture is composed of: 45-85 wt% of a polyurethane resin; 0.1-25 wt% of an isocyanate-based curing agent; 0.1-20 wt% of dibutyltin dilaurate; and 0.01-15 wt% of phosphazene. Therefore, the cement mortar composition can be easily constructed in a short time by being cured quickly, and can have excellent waterproofness and durability.
