A method for operating an HVAC system (Heating, Ventilation and Air Conditioning) of a plant includes collecting first sensor data that correspond to a parameter of the HVAC system, collecting second sensor data that differ from the first sensor data, and generating clustered data by clustering the first sensor data and the second sensor data into multiple data clusters with a controller. The method also includes forming a transactional data record based at least on the first sensor data, the second sensor data and the clustered data with the controller, performing ARM (Association Rule Mining) on the transactional data record with the controller in order to create multiple rules for generate each data cluster of the plurality of data clusters; and, with the controller, change an operating characteristic of the HVAC system based on the plurality of rules to optimize the parameter.
