The purpose of this rulemaking is to amend the effluent limitations guidelines211u001eand standards for the control of discharges of certain pollutants associated with 211u001ethe use of synthetic-based drilling fluids (SBFs) and other non-aqueous drilling 211u001efluids in portions of the Offshore Subcategory and Cook Inlet portion of the 211u001eCoatal Subcategory of the Oil and Gas Extraction Point Source Category. These 211u001eproposed limitations apply to discharges or effluent generated when oil and gas 211u001ewells are drilled using SBFs or other non-aqueous drilling fluids (collectively 211u001ereferred to simply as SBFs) in coastal and offshore regions in locations where 211u001edrilling wastes may be discharged.
