This report represents the second of three volumes on federal government actions proposed to facilitate a significant acceleration in the commercial utilization of the nation's valuable geothermal energy resources,in an environmentally acceptable manner. Section I defines the objectives and the goal of the program. Section II presents the expected sequence for commercialization of various resource types,outlines the needed technology demonstrations,identifies the major problems associated with obtaining rapid growth in utilization of these resources,and specifies the scope of actions readily available to the government. Section III outlines the basic strategy for program development as an effort to get the private sector moving,and to sustain it until it gathers sufficient momentum to become self-sustaining. Section IV contains the overall Subprogram descriptions and the detailed rationale for each of the recommended actions.
