Demonstration Project under the Civil Service Reform Act

The report is a hard copy of slides used in a presentation on a demonstration project designed to improve the Federal personnel management system. The project was piloted at the Naval Ocean Systems Center in San Diego, CA, and the Naval Weapons Center in China Lake, CA. The project features simplified classification and performance appraisal procedures, and performance-based compensation and retention to increase line management control over personnel functions.
