This volume of the report presents Phase I analysis of consequences for the events that were selected for detailed risk analysis during the preliminary scoping analysis reported in Volume III. Consequence assessments are presented in the form of radiological doses in rem to representative site boundaries of 500 m {exclusion area boundary (EAB)] and 2500 m [low population zone boundary (LPZB)] for a reference 3000-MW(t) HTGR. In addition, man-rem doses to the surrounding environment are derived based on WASH-1400 population densities. A health effects model based on somatic effects of radiation exposure is developed following guidelines of the Environmental Protection Agency CEPA). This model was used to establish an index to assess the relative safety R&D significance of fission product isotopes and the transport mechanisms that contribute to the radiological doses predicted in each event analyzed. The evaluation of the dose conse¬quences and statistical uncertainties for the spectrum of events considered in the detailed Phase I risk assessment (Volume IV) supplies needed input to that assessment.
