This report is an assessment of the state-of-the-art of control system technology used in fossil-fired generating plant design and analysis. The assessment includes a review of the plant design process, with particular attention paid to current control system design practices. These practices are examined in the light of dynamic operating conditions, such as occur in cycling, and are compared to the capabilities offered by modern multivariable systems design and analysis procedures.nMultivariable techniques can provide operational improvements for generating plants which can be manifested, for example, as tighter throttle pressure control during frequency regulation or temperature control during cycling. Other benefits may also accrue in the form of well-established design and analysis frameworks. A program is suggested which would demon strate the applicability of multivariable techniques to power plant design while familiarizing the utility community with these techniques.
