With President Reagan's Strategic Defense Initiative, the Republicans and Democrats drew battle lines over a National Missile Defense (NMD) system to protect the United States from long-range ballistic missiles The debate has since continued through changes of Administration and control of Congress making NMD 'one of the most visible and controversial programs in DOD history' After winning control of the Congress in the 1994 elections, the Republicans continued this highly political 'tug of war' with the President and then Democrat colleagues over NMD program funding and structure.
