More ways to stop imports

Imports are still landed with the blame for high stocks and low prices. The International Trade Commission (ITC) found unanimously in favour of levies on rebar imports from Indonesia, Poland and the Ukraine in the latest case, but has been criticised in the past for the high degree of proof of anti-dumping petitioning that culminates in an ITC ruling has failed to stop the price slide even when levies have been upheld.The steel industry and its friends in Congress are looking for alternatives, such as the fast-track Section 201 decree to provide protection while the industry regroups and restructures. Such emergency action would protect whole sections of the market and can be implemented in 60 days, without involving the long research and examination delays of the anti-dumping process. There are reports that either conventional anti-dumping actions or a case for Section 201 are in preparation against structurals - which were already the subject of successful cases - and CR coil imports.
