STRIKING THE RIGHT BALANCE

The next level of watershed protection will require new approaches to address significant phosphorus loads from sources other than point discharges. Increasingly, as the level of wastewater treatment approaches the practical limit of technology for phosphorus removal, alternative measures are needed to address other sources, such as urban stormwater management (SWM) facilities and rural nonpoint sources (NPS). The challenge is that controlling these other sources may be outside the traditional regulatory framework, so innovative approaches are needed.
