Many rainfall-runoff models have been proposed for various practical purposes. Namely, flood runoff models such as the kinematic runoff model, the storage function model, and the flood concentration time formula are used for land drainage design. The tank model is sometimes applied to flood runoff analysis, but mainly to long-term analysis for the purpose of a water resources project. The long- and short-term runoff model and the tank model extended to continuous simulation of long- and short-termrunoff are utilized for dam reservoir management, in particular for real-time flood forecasting. These rainfall-runoff models have been applied to various watersheds separately, and the results obtained in a watershed are utilized only for that watershed. In order to make use of the results in with setting up the different systems of the project were approached and asked to contribute to this book. While Japan in the twenty-first century becomes more and more an aging society, the world's population will increase and the food situation will most likely grow even more crucial. It is under these circumstances that as we further pursue a civil minimum of convenience and comfort in our lifestyle we must leave to the next generation a prosperous rural area.Also, we must find answers to the global environmental problems that will accompany the increase in the world's population. To this end, the twentieth century's economically oriented society must change to a twenty-first century ecologically co-existentoriented society -- that is to say, from a merely productive rural area from the human standpoint to a fertile and prosperous rural area for all levels of life. In other words, rural development projects that lend themselves to the conservation of the eco-system must be pursued. If this book, which has covered the history of the rural development project, can in any way contribute to the realization of further research that will be the basis of such new rural development projects or even the projects themselves, all of us who have helped in writing this book will feel that we have done our share for the future of rural development.
