In Japan, agricultural engineering has always consisted mainly of irrigation, drainage, and reclamation, and continues to do so to this day. In the half-century since the end of the Second World War, Japanese agricultural policy has concentrated on increasing crop yields, improving the efficiency of farm work, and increasing productivity owing to a chronic shortage of farm labor. The result was an emphasis on large-scale engineering projects such as field area irrigation works. However, this emphasis is now changing as the 21st century approaches.
