In order to ascertain the level of performance of municipal bodies in Jammu province an exploratory study has been conducted under two phases. In the first phase, the Service Level Benchmark (SLB) indicators along with their level of reliability were circulated through a questionnaire to all 37 municipal bodies in Jammu province (24 responded). In the second phase, based upon the responses received, a questionnaire was framed upon the various components derived from the literature. The responses were collected from the Executive Officers of these municipal bodies and were verified and cross examined with a minimum of 2 workers in the respective Urban Local Body (ULB). A chi-square test was conducted for measuring the reliability of the scale. The highest score of '5' indicated the 100% implementation of the service level, whereas, '1' indicated the zero level of service compliance. Based upon the qualitative responses received under each component, a mean value of each component was obtained and used to determine the service gap of the respective component factors for a ULB by subtracting it to the highest score of '5'. F-test was conducted over the results to describe the variation across the municipal body and the components within the municipal bodies. The repeated measures of ANOVA and F-test were used to prove that there is no significant difference in the gap of collection, segregation, transportation & transfer stations, disposal and role of stakeholders across the municipal bodies of Jammu province (P0).
