This is a very informative, competent and fair-minded book, but some surprising flaws prevent it from fulfilling the promise of its title.The author begins admirably by pointing out that all power is social and relational, but he fails to consider the central structures of power (unilateralism, bilateralism, or multipolarity) in a sufficiently discriminating way.A characteristic of the evolving world order is that the power of states over their own societies, let alone over those of others, is decreasing, and all kinds of actors and forces (whether private or public; sub-national or transnational; financial, religious or ideological) are constantly being modified via revolutions in means of communication and means of destruction.
