This paper presents a case for the essential serious consideration of the wind structural design of tallnbuildings with a focus on multiple limit states and using linear and nonlinear time history analysesnof buildings. Developments in structural engineering in the last decade and the important adoptionnby the City of Los Angeles of a new design approach for tall buildings have significantly increasednthe benefits and reduced the barriers to the use of viscous dampers and other “high-tech devices” inntall buildings. The three major developments that support this essential serious consideration arenpresented in the paper and are as follows: (a) availability of wind tunnel developed time history ofnwind loads and the nonlinear dynamic analysis software as part of existing software used by practicingnstructural engineers; (b) acceptance of structural reliability methods by the structural engineeringnprofession and code writing professionals; and (c) adoption by the City of Los Angeles Building Departmentnof a design criteria developed by the Los Angeles Tall Buildings Structural Design Council thatnrequires the inclusion of serviceability and ultimate structural design limit states and also peer review.
