MOBILISATION TASKS DEMAND OPERATIVE AND EXACT EXECUTION

Since 1917 manning of army (Red Guards detachments) by staff was carried out on a voluntary basis, by record of workers and poorest peasants in detachments of Red guards. However practice of conducting operations, especially in conditions of struggle against external aggression, showed that such a way of manning of army did not justified itself.rnIn January, 1918 Council of People's Commissars (CPC) published decrees «About the organisation of Workers'-and-Peasants' Red Army» (WPRA) and «About organisation of Workers'-and-Peasants' Red Fleet « (WPRF), Simultaneously at People's Commissariet on military affairs the All-Russia board on formation of Workers'-and-peasants' Red Army was created. In its working apparatus, alongside with others, the mobilisation department, mainly with registration functions of a human contingent, horse structure and invalid members of families of Red Army men was generated.
