The Digital Switchover Help Scheme has downplayed concerns raised by two independent studies that those citizens most needing assistance in switching to digital television are not being served. The Ofcom Consumer Panel, an independent advisory body to the communications regulator, this week called for more information to be made available for elderly and vulnerable groups after claiming many were "confused and anxious" about digital switchover. Last month, the BBC Trust also raised concerns that lessons from the help scheme in Whitehaven, which became the first UK area to switch to digital last month, would not be fully learnt before the award of the £600-million national contract in January (NMM November 23,2007).
