Increasing regulatory pressure to limit cost and schedule overruns in acquisition programs has driven the need to reassess traditional DoD approaches to risk assessment. The Weapon System Acquisition Reform Act (WSARA) of 2009 calls for "full consideration of possible tradeoffs among cost, schedule, and performance objectives for each alternative considered."
