What makes an engineer or a lighting designer?

I hope that members of the IES will carefully read the President's message in this issue. Like him, I support the registration of professional engineers but I, too, am concerned if the assumption is that electrical engineers are, by some automatic process assumed to be qualified in professional lighting design. The President predicts that in addition to Queensland, Victoria is likely to pass new legislation that may affect independent, professional lighting designers' ability to legally practice, find he adds that NSW may also enact similar legislation. Registration seems to have difficulties, since the assumption that, say, electrical engineers are the logical professional engineers knowledgeable in lighting has difficulties since there are many kinds of electrical engineers. My experience might be a good illustration.
