In the spring of 1994, Oslo Sporveier, the public transport company in Oslo, Norway, introduced a passenger travel guarantee covering 12 aspects of ser- vice to passengers. The 12 aspects include matters of punctuality, schedule and other information, responsiveness to customer needs and, lastly and most ambitious, a pledge to refund taxi fares in case of delays of more than 20 minutes due to faults in company service.
