How to reconcile regulated competition and entrepreneurship within the public transport sector?

The article on this theme by Ms Sadoux in PTI 3/2004 I think pointed out a number of essential issues that have to be addressed in order to avoid a severe backlash in deregulating public transport. Please allow me to make some short comments from the Swedish, or rather the Stockholm, point of view. Between 1995 and 2000, I was the project leader for these procurements and am now business director of SL - the public transport authority of Stockholm - with some other responsibilities as well.
